Information and communication technology is changing many aspects ofhuman endeavour and existence. This is beyond dispute for most. Whatare contested are the social and ethical implications of thesechanges. Possible sources of these disputes are the multiple ways inwhich one can conceptualize and interpret the informationtechnology/society interrelationship. Each of these ways ofconceptualization and interpretation enables one to see theinformation technology/society relationship differently and thereforeconstrue its social and ethical implications in a different manner. Atthe center of this technology/society interrelationship we find manycomplex (...) questions about the nature of the human, the technical,agency, autonomy, freedom and much more. This is indeed a vastintellectual landscape, which can obviously not be explored here inits fullness. This entry is about just one particular perspective onthis landscape. It is primarily concerned with the phenomenologicalapproach to interpreting information technology and its social andethical implications. It should be noted from the start that there isnot a unified phenomenological tradition or approach to informationtechnology in particular, or other phenomena more generally. Thephenomenological tradition consists of many different approaches thatshare certain characteristics but not all. We may however suggest, with Don Ihde,that they all accept that “phenomenology investigates theconditions of what makes things appear as such [as that which we takethem to be].” Differently stated, phenomenology suggests thatthere is a co-constitutive relationship between us and the phenomenawe encounter in our engagement with the world. In this sensephenomenologists would suggest that to understand thetechnology/society relationship we need to reveal how theyco-constitute each other—i.e. draw on each other for theirongoing meaning and sense. We will elaborate more precisely what thismeans in section 2 below. However, in order to understand the distinctiveness of thephenomenological approach other possible ways of interpreting thistechnology/society relationship will also be outlined brieflybelow., It can be said that information technology has become in a very realsense ubiquitous. Most everyday technologies such as elevators,automobiles, microwaves, watches, and so forth depend onmicroprocessors for their ongoing operation. Most organizations andinstitutions have become reliant on their information technologyinfrastructure to a lesser or greater degree. Indeed informationtechnology is seen by many as a cost-efficient way to solve amultitude of problems facing our complex contemporary society. One canalmost say that information technology has become construed as thedefault technology for solving a whole raft of technical and socialproblems such as health provision, security, governance, etc. Onecould also argue that it has become synonymous with society’sview of modernization and progress. For most it seems obvious thatinformation technology has made it possible for humans to continue toconstruct increasingly complex systems of coordination and socialordering—systems without which contemporary society would not beable to exist in its present form. To say the least, we, ascontemporary human beings, have our manner of being made possiblethrough a rather comprehensive entanglement with information andcommunication technology. Indeed, the economic, organizational andsocial benefit of information technology is not widely disputed. Thedispute is more often about the way information technology is changingor transforming the social domain, and in particular, the ethicaldomain. This dispute is largely centered around different ways ofconceptualizing and interpreting the nature of our entanglement withinformation technology. This debate is not merely an academic debateabout different and competing theoretical ‘models.’Rather, these different ways of conceptualizing it is central to ourunderstanding of how we go about managing our increasingly entangledrelationship with information technology. Introduction. Improving control and supervisory activities on the basis of introducing risk-oriented approaches is an urgent area of public administration reforms both in Russia and abroad. Traditionally, assessing the effectiveness of this area is carried out on the basis of the state control intensity indicators (the number of inspections), and assessing risks in controlled areas is carried out on the basis of statistical indicators, partially dependent on state control bodies. To obtain a balanced assessment of the state control effectiveness and (...) efficiency, it is important to take into account other data sources reflecting the citizens’ and the business community position. The purpose of the study is to conduct a comprehensive assessment of the effectiveness and efficiency of sanitary and epidemiological surveillance on the basis of both statistical data and the results of sociological studies reflecting the position of citizens and business. Methods. The authors suggest their own methods for comprehensive assessment of the effectiveness and efficiency of state control. The scientific novelty of the study consists in a comprehensive assessment of the effectiveness and efficiency of sanitary and epidemiological surveillance, taking into account various data sources and making it possible to assess the progress of implementing the reform of state control in this area. Results. The results of the study indicate, in general, an increase in the effectiveness and budgetary efficiency of sanitary and epidemiological surveillance over the last years of the reform implementation. At the same time, at the level of intermediate and immediate results, there are multidirectional trends, and the growth in the total costs of business and the state is ahead of the growth in the results achieved. Conclusions. The use of the authors’ comprehensive methodology for assessing the effectiveness and efficiency of state control makes it possible to obtain reliable data characterizing the actual state of things in the area under consideration. Further improving the efficiency and effectiveness of sanitary and epidemiological surveillance requires expanding the scope of applying risk-oriented approaches and improving the quality of considering the appeals of the citizens who faced with risks of wrongdoing. BackgroundInnovations in technology have contributed to rapid changes in the way that modern biomedical research is carried out. Researchers are increasingly required to endorse adaptive and flexible approaches to accommodate these innovations and comply with ethical, legal and regulatory requirements. This paper explores how Dynamic Consent may provide solutions to address challenges encountered when researchers invite individuals to participate in research and follow them up over time in a continuously changing environment.MethodsAn interdisciplinary workshop jointly organised by the University of Oxford (...) and the COST Action CHIP ME gathered clinicians, researchers, ethicists, lawyers, research participants and patient representatives to discuss experiences of using Dynamic Consent, and how such use may facilitate the conduct of specific research tasks. The data collected during the workshop were analysed using a content analysis approach.ResultsDynamic Consent can provide practical, sustainable and future-proof solutions to challenges related to participant recruitment, the attainment of informed consent, participant retention and consent management, and may bring economic efficiencies.ConclusionsDynamic Consent offers opportunities for ongoing communication between researchers and research participants that can positively impact research. Dynamic Consent supports inter-sector, cross-border approaches and large scale data-sharing. Whilst it is relatively easy to set up and maintain, its implementation will require that researchers re-consider their relationship with research participants and adopt new procedures. (shrink)

Notwithstanding the notion of progress, the social and environmental record of our age poses serious doubts for the present and the future. Technology, being the mainspring of progress, may be seen, accordingly, as the master of history more than the servant of society. In line with this view, a case can be made to strengthen the value of technology and to weaken the deterministic character of history. To do so, the paper canvasses the use of artificial markets designed to improve (...) compliance of technology with environmental or social standards. The emerging interest in following this path poses a radical departure from the traditional policy approach to technology assessment. The traditional approach may be described asex ante, relying on cost-benefit analysis to anticipate the welfare effects of technology, combining this analysis with bureaucratic management based on command and control. Cost-benefit analysis, however, is piecemeal and shortsighted and, in a dynamic and synergistic world, can be considered of limited value to ensure longer-term goals. On the other hand, artificial markets operateex post and on the basis of ambient standards. As such, they constitute an artificial device that does not require discretion and a predictive capacity that social science cannot offer. Nonetheless, and given political will, this new approach offers the potential to ensure efficient and sustainable outcomes under conditions of uncertainty. (shrink)

Soon after the first COVID-19 positive case was detected in Wuhan, China, the virus spread around the globe, and in no time, it was declared as a global pandemic by the WHO. Testing, which is the first step in identifying and diagnosing COVID-19, became the first need of the masses. Therefore, testing kits for COVID-19 were manufactured for efficiently detecting COVID-19. However, due to limited resources in the densely populated countries, testing capacity even after a year is still a limiting (...) factor for COVID-19 diagnosis on a larger scale and contributes to a lag in disease tracking and containment. Due to this reason, we started this study to provide a better cost-effective solution for enhancing the testing capacity so that the maximum number of people could get tested for COVID-19. For this purpose, we utilized the approach of artificial neural networks (ANN) to acquire the relevant data on COVID-19 and its testing. The data were analyzed by using Machine Learning, and probabilistic algorithms were applied to obtain a statistically proven solution for COVID-19 testing. The results obtained through ANN indicated that sample pooling is not only an effective way but also regarded as a “Gold standard” for testing samples when the prevalence of the disease is low in the population and the chances of getting a positive result are less. We further demonstrated through algorithms that pooling samples from 16 individuals is better than pooling samples of 8 individuals when there is a high likelihood of getting negative test results. These findings provide ground to the fact that if sample pooling will be employed on a larger scale, testing capacity will be considerably increased within limited available resources without compromising the test specificity. It will provide healthcare units and enterprises with solutions through scientifically proven algorithms, thus, saving a considerable amount of time and finances. This will eventually help in containing the spread of the pandemic in densely populated areas including vulnerably confined groups, such as nursing homes, hospitals, cruise ships, and military ships. This article evaluates effectiveness and costs of external regulation, in particular the Sarbanes-Oxley Act of 2002 (SOX) in restricting managerial malfeasance and safeguarding shareholder interests. It discusses the role of managerial ethics as an alternative corporate governance mechanism to protect shareholder value. This article builds a mathematical model to illustrate shareholders' choices of best corporate governance mechanisms, taking into account the influence of managerial ethics, effectiveness and costs of monitoring. We suggest that the best corporate governance design and (...) the optimal monitoring expenses are influenced by managerial types, monitoring efficiency, and effectiveness of ethics education. We conclude that stringent regulation and monitoring may not always enhance shareholder value. When managerial ethics could be improved by ethics education or social norms, ethics education may be a better alternative than stringent regulation. (shrink)

Indeed this invitation offers a wide range of choices, but I shall try to keep my subject matter fairly general and straightforward. The present (...) economic reality, widely known as neoliberal capitalism, prizes the accumulation of profits over human well-being and environmental sustainability. As such, it is criminal and hence definitely not the way to regulate or organize the global society. The present trend, however, is increasingly giving the agents and institutions of capital a free hand to do so.The main beneficiaries of this violent and highly unjust system are invariably transnational corporations (though some critics prefer to call them transnational tyrannies), big financial investors, and their supporters. Roughly two-thirds of what is known today as world trade are simply intrafirm or interfirm trade. Small wonder that they are virtually the present-day "masters of the universe," increasingly accumulating special rights, influence, and power vis-à-vis the mass of humanity. An open secret is that the wealthiest 20 percent of the world's population receive 83 percent of the world's total income—a fact that no longer creates consternation or moral outrage in the mainstream; rather, it is taken as a healthy phenomenon that will contribute to human progress. Moreover, the environment is being plundered to quench the greed—which happens to be a bottomless pit—of the few. Inevitably, this creates a two-tiered system both within and between countries; a small opulent minority builds their castles on the suffering and impoverishment of the absolute majority of humanity. A large segment of humanity enjoys freedom with no opportunities and has the freedom to starve but does not enjoy freedom from poverty. Everyday thousands of children are dying from easily preventable disease. Millions more are malnourished or starving. It is against this backdrop that we need to discuss some of the economic aspects of social and environmental violence from a Buddhist perspective.Let us first deal with the production side of the capitalist equation. What is its main driving force and value system? How do they impact social organization and the environment? [End Page 47] Undeniably, the fuel that keeps the capitalist engine running is profit: the more of it, the better, the argument goes. Hence, corporations must be free to pursue it at all costs. The ends justify the means. It is also argued that the profit generated by the system will eventually trickle down to benefit the mass of humanity. The available evidence points otherwise. To be fair, capitalism does generate some benefits to humanity, but they are largely unintended by-products of the system.In the mainstream discourse, profit is said to derive solely from entrepreneurship —a concept that acts as a bicarbonate of soda for intellectual and moral indigestion. In reality, the easiest and cheapest way to reap massive profit is exploitation or ostracism: One is rich by keeping or making others poor, directly or otherwise. The masters then seek solace in the tenuous assumption that the global economy utilizes the best and disposes the rest. Furthermore, the environment is seen as a subsystem of international capitalism, not vice versa. Hence it is to be raped in order to lubricate the wheels of the capitalist machine. Put differently, the insatiable quest for profit upheld by capitalism really reflects greed, hatred, moral callousness, and wanton criminal negligence toward the well-being of the people and environment. The contract review process can be a costly and time-consuming task for lawyers and clients alike, requiring significant effort to identify and evaluate the legal implications of individual clauses. To address this challenge, we propose the use of natural language processing techniques, specifically text classification based on deontic tags, to streamline the process. Our research question is whether natural language processing techniques, specifically dense vector embeddings, can help semi-automate the contract review process and reduce time and costs for (...) legal professionals reviewing deontic modalities in contracts. In this study, we create a domain-specific dataset and train both baseline and neural network models for contract sentence classification. This approach offers a more efficient and cost-effective solution for contract review, mimicking the work of a lawyer. At first glance, it may seem that climate policy based on estimates of the social cost of carbon (SCC) presupposes a set of controversial assumptions, especially about what detailed knowledge regulators have about the impacts of climate change, and what the proper role of government and policy is in responding to those impacts. However, I explain why the SCC-based approach need not actually have these problematic presuppositions as well as why SCC estimates may provide the best guide to climate policy (...) when implemented in a way that incorporates a healthy dose of humility. The SCC-based approach can be used in a way that is ecumenical between the wide range of reasonable but incompatible views about the proper goals of government and policy, ranging from views that aim only at market-efficiency, to utilitarian views, to rights-based and other deontological views, to libertarian views, to virtue ethics views, and others. Beyond this, I suggest that the SCC-based approach can help us find an overlapping consensus on a particular climate policy given the range of reasonable but incompatible normative views endorsed in diverse societies. Finally, I consider a number of specific objections to the SCC-based approach that are especially prominent in contemporary discourse and policy debates. I suggest that even if we agree that all of these objections to existing SCC-based analyses have an important kernel of truth, nonetheless the correct response to climate change still involves substantial emissions reductions to be achieved via policy, and the best methods for deciding the magnitude of those reductions still depend essentially on the SCC-based approach. The purpose of this research is to identify the extent of the efficiency of the internal control environment in the Palestinian higher educational institutions in Gaza Strip from the perspective of employees in the Palestinian universities in Gaza Strip, where researchers used in the study five universities. The researchers adopted in their study the descriptive and analytical approach. The research community consists of administrative employees and academic employees with administrative duties. Senior management or the University Council was excluded. The study (...) population compromises of (392) employees. A stratified random sample was chosen and (197) questionnaires were distributed. (160) questionnaires were received back with a return rate of (81.2%).The researchers used a questionnaire to collect that which then was analyzed using (SPSS) to get the results. The research found the following results: the absence of a fundamental difference between the responses of males and females. The lack of significant difference between the responses of the respondents attributed to the variable age. The lack of significant difference between the responses of the respondents attributed to the variable of years of service. And the existence of a fundamental difference between the responses of the respondents attributed to the university variable. The existence of a fundamental difference between the responses of the respondents attributed to the Qualification variable. The existence of a fundamental difference between the responses of the respondents attributed to the administrative level variable. The research found a group of recommendations including: the need to raise awareness of censorship as the basis for the protection of employees in all administrative levels from making mistake.Updating the systems and instructions of control periodically and parallel with the scientific progress and technology.Benefit from regional and international experiences in the application of internal control standards which commensurate with the administrative system of the institution. Abstract:The epistemic approach to liberalism not only clarifies some of the core features of progress-based arguments for liberty. For two reasons it provides grounds for doubting those arguments’ persuasiveness. The first reason emerges from the epistemic liberal explanation of economic recessions and of social regress as necessary consequences of our enjoying the individual liberty to adapt to our circumstances. Precisely because it secures personal choice with respect to the ends of life and the means to pursue them, liberty must be (...) construed as at best necessary for the imperfect and costly realization of the interest individuals may have in personal advancement. Second, and in revealing the underlying logic of the economic and cultural processes that liberty makes possible, epistemic liberalism shows that it is to the notion of complex adaptation that we must look when seeking to evaluate the overall or aggregate results of liberty. Crucially, however, this means rejecting the notion of progress as fit to perform this ethico-historical evaluative role. (shrink)

Flight delay is one of the most challenging threats to operation of air transportation network system. Complex network was introduced into research studies on flight delays due to its low complexity, high flexibility in model building, and accurate explanation about real world. We surveyed recent progress about flight delay which makes extensive use of complex network theory in this paper. We scanned analyses on static network and temporal evolution, together with identification about topologically important nodes/edges. And, we made a clarification (...) about relations among robustness, vulnerability, and resilience in air transportation networks. Then, we investigated studies on causal relations, propagation modellings, and best spreaders identifications in flight delay. Ultimately, future improvements are summarized in fourfold. Under Complex Network, flight operation relevant subsystems or sublayers are discarded by the majority of available network models. Hierarchical modelling approaches may be able to improve this and provide more capable network models for flight delay. Traffic information is the key to narrow the gap between topology and functionality in current situations. Flight schedule and flight plan could be employed to detect flight delay causalities and model flight delay propagations more accurately. Real flight data may be utilized to validate and revise the detection and prediction models. It is of great importance to explore how to predict flight delay propagations and identify best spreaders at a low cost of calculation complexity. This may be achieved by analyzing flight delay in frequency domain instead of time domain. Summation of most critical nodes/edges may not be the most crucial group to network resilience or flight delay propagations. Effective algorithm for most influential sequence is to be developed. In an era characterized by fast technological progress that introduces new unpredictable scenarios every day, working in the law field may appear very difficult, if not supported by the right tools. In this respect, some systems based on Artificial Intelligence methods have been proposed in the literature, to support several tasks in the legal sector. Following this line of research, in this paper we propose a novel method, called PRILJ, that identifies paragraph regularities in legal case judgments, to support legal (...) experts during the redaction of legal documents. Methodologically, PRILJ adopts a two-step approach that first groups documents into clusters, according to their semantic content, and then identifies regularities in the paragraphs for each cluster. Embedding-based methods are adopted to properly represent documents and paragraphs into a semantic numerical feature space, and an Approximated Nearest Neighbor Search method is adopted to efficiently retrieve the most similar paragraphs with respect to the paragraphs of a document under preparation. Our extensive experimental evaluation, performed on a real-world dataset provided by EUR-Lex, proves the effectiveness and the efficiency of the proposed method. In particular, its ability of modeling different topics of legal documents, as well as of capturing the semantics of the textual content, appear very beneficial for the considered task, and make PRILJ very robust to the possible presence of noise in the data. The Market Failures Approach (MFA) is one of the leading theories in contemporary business ethics. It generates a list of ethical obligations for the managers of private firms that states that they should not create or exploit market failures because doing so reduces the efficiency of the economy. Recently the MFA has been criticised by Abraham Singer on the basis that it unjustifiably does not assign private managers obligations based on egalitarian values. Singer proposes an extension to the MFA, the (...) Justice Failures Approach (JFA), in which managers have duties to alleviate political, social, and distributive inequalities in addition to having obligations to not exploit market failures. In this paper I describe the MFA and JFA and situate them relative to each other. I then highlight a threefold distinction between different types of obligations that can be given to private managers in order to argue that a hybrid theory of business ethics, which I call the MFA +, can be generated by arguing that managers have obligations based on efficiency and duties based on equality to the extent that these latter obligations do not lead to efficiency losses. This argument suggests a novel theoretical option in business ethics, elucidates the issues that are at stake between the MFA and the JFA, and clarifies the costs and benefits of each theory. In this article, we present a new approach for frequent pattern mining that runs fast for both sparse and dense databases. Two algorithms, FEM and DFEM, based on our approach are also introduced. FEM applies a fixed threshold as the condition for switching between the two mining strategies; meanwhile, DFEM adopts this threshold dynamically at runtime to best fit the characteristics of the database during the mining process, especially when minimum support threshold is low. Additionally, we present optimization techniques for (...) the proposed algorithms to speed the mining process, reduce the memory usage, and optimize the I/o cost. We also analyze in depth the performance of FEM and DFEM and compare them with several existing algorithms. The experimental results show that FEM and DFEM achieve a significant improvement in execution time and consume less memory than many popular FPM algorithms including the well-known Apriori, FP-growth, and Eclat. Recombinant adeno‐associated viruses (rAAVs) are promising vectors for the delivery of various genetic constructs into eukaryotic cells. rAAVs have a number of properties that make it possible to successfully use them both in vitro and in vivo. Purification and concentration of rAAV vectors are critical for achieving high viral titer, stability, efficiency, and purity. This review systematically analyses all available purification approaches. The purification methods described in this work differ substantially from each other in mechanisms, efficiency, labor time, and cost. (...) ABSTRACT Coase's now famous paper, ‘The Problem of Social Cost’, argues that social harms caused by industry are best addressed through a policy which would be optimal in terms of market efficiency. I argue that this narrowly based policy represents a classic example of the failure of many welfare economists to consider adequately the ethical implications of their recommendations. I also indicate the manner in which Coase's recommendations conflict with intuitively well‐established ethical principles. Cost effectiveness. Economics. This is an introduction, accessible to non-economists as well as to economists, to the practice of cost benifit analysis. It begins from a discussion of financial appraisal. The distinguishing features of cost benifit analysis are then introduced progressively. Practical examples are used whenever possible to aid the exposition. Economic theory is introduced only where it is immediately relevant to practice. Nonetheless the approach is firmly grounded in economic principles and considerable space is devoted to those ideas that (...) are central to practical cost benefit analysis - shadow prices, consumers' surplus, and valuation of unmarked goods. The long-periodic/infinite discrete Gabor transform is more effective than the periodic/finite one in many applications. In this paper, a fast and effective approach is presented to efficiently compute the Gabor analysis window for arbitrary given synthesis window in DGT of long-periodic/infinite sequences, in which the new orthogonality constraint between analysis window and synthesis window in DGT for long-periodic/infinite sequences is derived and proved to be equivalent to the completeness condition of the long-periodic/infinite DGT. By using the property of delta function, (...) the original orthogonality can be expressed as a certain number of linear equation sets in both the critical sampling case and the oversampling case, which can be fast and efficiently calculated by fast discrete Fourier transform. The computational complexity of the proposed approach is analyzed and compared with that of the existing canonical algorithms. The numerical results indicate that the proposed approach is efficient and fast for computing Gabor analysis window in both the critical sampling case and the oversampling case in comparison to existing algorithms. For South African communities to achieve substantive progress, the establishment of strategic partnerships is essential for effectively addressing their complex social challenges. Churches, given their profound community presence and moral authority, are urged to join forces with other societal sectors, particularly government and business, to promote comprehensive community development. This article examines the potential for church partnerships with these sectors, investigating how such alliances can foster sustainable and holistic transformation. Central questions driving this inquiry include: What distinct contributions do churches (...) bring to community development partnerships? and how can these partnerships efficiently combine their resources to tackle social, economic, and environmental issues? By assessing the role of the church alongside governmental frameworks and business resources, this study underscores the importance of an integrated approach to development. The church’s involvement not only provides essential support to vulnerable groups but also contributes strategically to the long-term empowerment of communities. This article ultimately underscores the need for combined engagement, demonstrating how a unified approach can amplify the collective impact on social well-being and resilience within South Africa. By highlighting the theological and organisational identities of churches, alongside the distinct capital and power each entity holds, the article seeks to identify common grounds for cooperation, with a particular focus on the church’s capacity to exert positive, morally guided influence within these partnerships.Contribution: The article highlights the significance of a holistic approach that utilises the strengths of churches, businesses and the government to boost social development in South Africa, thereby contributing to community development pathways. It is generally acknowledged that a certain amount of state intervention in health and health care is needed to address the significant market failures in these sectors; however, it is also thought that the primary rationale for state involvement in health must lie elsewhere, for example in an egalitarian commitment to equalizing access to health care for all citizens. This paper argues that a complete theory of justice in (...) health can be derived from a commitment to correcting market failure, or in other words promoting Pareto-efficiency, in the domain of health. This approach can address familiar problems around access to care, as well as problems related to resource allocation and rationing, the control of health care costs, and the foundations of public health. Egalitarian theories of justice in health cannot make sense of the depth and pervasiveness of state involvement in health and health care; only a theory rooted in the need to correct market failure can. The comprehensive liberalisation of the electricity market at the end of the last century has initiated a dynamic development. The politically determined disjunction of the network operation from generation, commerce and distribution which broke open the value added chain concerning the business organisation is to induce competition and consequently lower prices. Thus, besides a secure electricity supply, profitability, efficiency, quality and environmental aspects constitute present aims and have led to an enormous increase of complexity in the power supply. Furthermore, the (...) imponderability and uncertainty of competition processes in a liberated market aggravate prognoses for future investment decisions. Not least the anymore rising electricity demand, the emerging of a single European power market as well as technically pushed changes in the production structure, due to the emergence of alternative forms of power generation such as wind or solar energy, biomass energy or fuel cells, account for electric networks which afford complex planning and regulation mechanisms. This article gives a survey of various requirements posed on electricity networks and concludes with a short description of solution approaches to safeguard a cost-saving and secured future electricity supply. Current approaches to AI governance often fall short in anticipating a future where AI agents manage critical tasks, such as financial operations, administrative functions, and beyond. As AI agents may eventually delegate tasks among themselves to optimize efficiency, understanding the foundational principles of human value exchange could offer insights into how AI-driven economies might operate. Just as trust and value exchange are central to human interactions in open marketplaces, they may also be critical for enabling secure and efficient interactions (...) among AI agents. While cryptocurrencies could serve as the foundation for monetizing value exchange in a collaboration and delegation dynamic among AI agents, a critical question remains: how can these agents reliably determine whom to trust, and how can humans ensure meaningful oversight and control as an economy of AI agents scales and evolves? This paper is a call for a collective exploration of cryptoeconomic incentives, which can help design decentralized governance systems that allow AI agents to autonomously interact and exchange value while ensuring human oversight via progressive decentralization. Toward this end, I propose a research agenda to address the question of agent-to-agent trust using AgentBound Tokens (ABTs)—non-transferable, non-fungible tokens uniquely tied to individual AI agents, akin to Soulbound tokens for humans in Web3. By staking ABTs as collateral for autonomous actions within an agent-to-agent network via a proof-of-stake mechanism, agents may be incentivized towards ethical behavior, and penalties for misconduct are automatically enforced. Recent editions of diagnostic manuals in psychiatry have focused on providing quick and efficient operationalized criteria. Notwithstanding the genuine value of these classifications, many psychiatrists have argued that the operationalization approach does not sufficiently accommodate the rich and complex domain of patients’ experiences that is crucial for clinical reasoning in psychiatry. How can we increase the role of phenomenology in the process of diagnostic reasoning in psychiatry? I argue that this could be done by adopting a clinical staging approach (...) in diagnostic reasoning in psychiatry. The approach has the resources to include the progressive nature of patients’ experiences to a much greater degree than is currently practiced. It can address the recent plea for increasing the role of phenomenology in psychiatric diagnosis by offering a model for clinical reasoning that goes beyond the operationalized, static criteria of diagnostic manuals, without depriving us of their benefits. As more objections have been raised against grant peer-review for being costly and time-consuming, the legitimate question arises whether machine learning algorithms could help assess the epistemic efficiency of the proposed projects. As a case study, we investigated whether project efficiency in high energy physics can be algorithmically predicted based on the data from the proposal. To analyze the potential of algorithmic prediction in HEP, we conducted a study on data about the structure and outcomes of HEP experiments with the (...) goal of predicting their efficiency. In the first step, we assessed the project efficiency using Data Envelopment Analysis of 67 experiments conducted in the HEP laboratory Fermilab. In the second step, we employed predictive algorithms to detect which team structures maximize the epistemic performance of an expert group. For this purpose, we used the efficiency scores obtained by DEA and applied predictive algorithms – lasso and ridge linear regression, neural network, and gradient boosted trees – on them. The results of the predictive analyses show moderately high accuracy, indicating that they can be beneficial as one of the steps in grant review. Still, their applicability in practice should be approached with caution. Some of the limitations of the algorithmic approach are the unreliability of citation patterns, unobservable variables that influence scientific success, and the potential predictability of the model. Fair allocation of scarce healthcare resources has been much studied within philosophy and bioethics, but analysis has focused on a narrow range of cases. The Covid-19 pandemic provided significant new challenges, making powerfully visible the extent to which health systems can be fragile, and how scarcities within crucial elements of interlinked care pathways can lead to cascading failures. Health system resilience, while previously a key topic in global health, can now be seen to be a vital concern in high-income countries (...) too. Unfortunately, mainstream philosophical approaches to the ethics of rationing and prioritisation provide little guidance for these new problems of scarcity. Indeed, the cascading failures were arguably exacerbated by earlier attempts to make health systems leaner and more efficient. This paper argues that health systems should move from simple and atomistic approaches to measuring effectiveness to approaches that are holistic both in focusing on performance at the level of the health system as a whole, and also in incorporating a wider range of ethical concerns in thinking about what makes a health system good. The growth of Sweden’s urban population necessitates new approaches for increasing the sustainability and energy efficiency of multifamily buildings. The development of such approaches will require a holistic and integrated understanding of the factors driving the decision making of both professionals who design buildings and end-users who live in them. This paper, therefore, uses the goal framing theory to determine which aspects of multifamily buildings are considered important by these two groups of actors. An empirical study based on semi-structured interviews (...) with professionals involved in building design and development was conducted to identify goals affecting the choices made during building design and development. In parallel, a questionnaire survey of building end-users was conducted to determine which factors guided their choice of dwelling. It was found that professionals’ design choices were primarily governed by normative goals relating to environmental benefits but were also influenced by the other goals. These included gain goals relating to budgetary constraints and keeping the building’s operational and maintenance costs low. Hedonic goals were also important; some design choices were made with the aim of providing pleasant, comfortable, and convenient living environments, or of giving the buildings a distinct aesthetic or some other special features. By comparing the professionals’ responses to the end-user surveys, it was found that the two groups had similar views concerning gain goals; both considered it important for apartments to be affordable and easy to maintain. However, their views on hedonic and normative goals differed markedly. The professionals sought to strike an optimal balance between different related aspects, whereas end-users placed greater importance on aspects relating to hedonic and gain goals when choosing dwellings. The findings provide a basis for constructive discussions on building design and development, and the scope for creating buildings that encourage end-users to adopt sustainable living practices while also satisfying their needs and preferences. Science and mathematics continually change in their tools, methods, and concepts. Many of these changes are not just modifications but progress---steps to be admired. But what constitutes progress? This dissertation addresses one central source of intellectual advancement in both disciplines: reformulating a problem-solving plan into a new, logically compatible one. For short, I call these cases of compatible problem-solving plans "reformulations." Two aspects of reformulations are puzzling. First, reformulating is often unnecessary. Given that we could already solve a problem using (...) an older formulation, what do we gain by reformulating? Second, some reformulations are genuinely trivial or insignificant. Merely replacing one symbol with another does not lead to intellectual progress. What distinguishes significant reformulations from trivial ones? According to what I call "conceptualism" (or "conceptual empiricism"), reformulations are intellectually significant when they provide a different plan for solving problems. Significant reformulations provide inferentially different routes to the same solution. In contrast, trivial reformulations provide exactly the same problem-solving plans, and hence they do not change our understanding. This answers the second question about what distinguishes trivial from significant reformulations. However, the first question remains: what makes a new way of solving an old problem valuable? Here, a bevy of practical considerations come to mind: one formulation might be faster, less complicated, or use more familiar concepts. According to "instrumentalism," these practical benefits are all there is to reformulating. Some reformulations are simply more instrumentally valuable for meeting the aims of science than others. At another extreme, "fundamentalism" contends that a reformulation is valuable when it provides a more fundamental description of reality. According to this view, some reformulations directly contribute to the metaphysical aim of carving reality at its joints. Conceptualism develops a middle ground between instrumentalism and fundamentalism, preserving their benefits without their costs. I argue that the epistemic value of significant reformulations does not reduce to either practical or metaphysical value. Reformulations are valuable because they are a constitutive part of problem-solving. Both science and mathematics aim at solving all possible problems within their respective domains. Meeting this aim requires being able to plan for any possible problem-solving context, and this requires reformulating. By reformulating, we clarify what we need to know to solve problems. Still, one might wonder whether the value of reformulations requires underlying differences in explanatory power. According to "explanationism," a reformulation is valuable only when it provides a better explanation. Explanationism stands as a rival middle ground position to my own. However, it faces numerous counterexamples. In many cases, two reformulations provide the same explanation while nonetheless providing different ways of understanding a phenomenon. Hence, reformulating can be valuable even when neither formulation is more explanatory. Methodologically, I draw on a variety of case studies to support my account of reformulation. These range from classical mechanics to quantum chemistry, along with examples from mathematics. Symmetry arguments provide a paradigmatic example: the mathematics of symmetry groups radically recasts quantum mechanics and quantum chemistry. Nevertheless, elementary approaches exist that eschew this additional mathematical apparatus, solving problems in a more tedious but less mathematically-demanding manner. Further examples include reformulations of quantum field theory, Arabic vs. Roman numerals, and Fermat's little theorem in number theory. In each case, my account identifies how reformulations change and improve our understanding of science and mathematics. (shrink)

This paper reports a study of the main key components of influence on the stability of transportation enterprises in the market. A model for evaluating the effectiveness of innovation activity in the transport industry, which takes into account indicators of expenditures on innovations, has been built. It makes it possible to determine the effectiveness of introduced innovations, which indicates the appropriate level of innovation potential and the ways that the enterprise must take to increase it. The main directions of innovative (...) development of transportation enterprises were investigated. The assessment of the economic stability of transportation enterprises in the market has established that the current state of development of enterprises is characterized by a weak level of their innovative activity. A systematic approach to the introduction of innovative technologies by a transportation enterprise in the market has been devised. This approach makes it possible to determine the required level of enterprise stability and to form a relationship between the level of innovative technologies and their stages of implementation under conditions of environmental variability. This makes it possible to increase competitive advantages, improve the efficiency of production and economic activity of enterprises. The practical implementation of the proposed model for evaluating the effectiveness of innovation activity in the transport industry has been carried out, which made it possible to allocate the most important indicators of innovation activity for the enterprise. These include specific efficiency of innovation; unit costs of innovation; innovative potential of the enterprise (defined as the proportion of own innovative developments). According to the study results, it is determined that the specific efficiency of innovations (SEI) exerts the greatest influence, which, with an increase by 1 %, provides an increase in financial stability by 1.48 %. Without any systematic data or evidence of a problem, or even a thoughtful analysis of costs and benefits, the application of the human participant review system within universities is overreaching at the same time that some risky experimentation on humans outside of universities is unregulated. This article questions the purpose, feasibility, and effectiveness of current IRB approaches to most "2 people talking" situations and proposes scaling back the regulatory system to increase respect accorded it by researchers and its ability (...) to protect human participants of research from real versus imagined harms. In too many cases, the focus is on form over ethical substance: counting what can be counted, rather than focusing instead on what counts. Some disciplines - oral history and journalism, for example - simply do not belong within the scope of institutional review board jurisdiction. Others, such as survey research, informational interviews, and informal interactions, call for a shift from centralized review to more departmentally based (i.e., rooted in disciplinary ethics) oversight, and clearer guidelines on what requires advance review as opposed to provision of post hoc complaint systems. This paper shows that implicit assumptions about the numeraire good in the Kaldor-Hicks efficiency-equity analysis involve a "same-yardstick" fallacy (a fallacy pointed out by Paul Samuelson in another context). These results have negative implications for cost-benefit analysis, the wealth-maximization approach to law and economics, and other parts of applied welfare economics--as well as for the whole vision of economics based on the "production and distribution of social wealth.".

A special device is introduced for comprising analyze of this paper. Weighing and final score are evaluated in the conclusion. The livable city should be merged with the overall development, ecological progress, sustainable, passive, and bioclimatic design in order to withstand the test of time. Ecological and sustainable cities need to properly make up for the existence weakness of cities construction under fine ecological environment. The intention of this comparative study is an attempt to assess, even improve the lives of the citizens of Tirana, Albania. There are some attempts nowadays to environmentally render the city but due to the lack of a genuine ecological and renewable energy study in Tirana, the city suffers the consequences. The first settlements which consider the renewable energies are known as Ecovillages. They demonstrate their impact on the community and the energy consumption. Ecovillages have evolved into ecocities of the future, most of them not completed yet or in design phase. For both groups (ecovillages and ecocities) tables of matrixes are constructed in order to better understand their potential and functionality, and their special features and characteristics. This chapter is in search of analyzing the eco-potential and renewable energies for further development of future cities, considering ten case studies all over the world and ending with Tirana. In this paper we investigate a particular two-stage supply chain network design problem with fixed costs. In order to solve this complex optimization problem, we propose an efficient hybrid algorithm, which was obtained by incorporating a linear programming optimization problem within the framework of a genetic algorithm. In addition, we integrated within our proposed algorithm a powerful local search procedure able to perform a fine tuning of the global search. We evaluate our proposed solution approach on a set (...) of large size instances. The achieved computational results prove the efficiency of our hybrid genetic algorithm in providing high-quality solutions within reasonable running-times and its superiority against other existing methods from the literature. The authors use empirical research into the environmental practices of 31 manufacturing small and medium-sized enterprises (SMEs) to show that ‚business performance’ and ‚regulation’ considerations drive behaviour. They suggest that this is inevitable, given the market-based decision-making frames that permeate and dominate the industry in which manufacturing SMEs operate. Since the environment is a pillar of corporate social responsibility (CSR), the findings have important implications for CSR policy, which promotes voluntary actions predicated on a business case. It is argued that (...) this approach will not alter the behaviour of manufacturing SMEs significantly because CSR practice will be regarded as an optional and costly ‚extra’ affecting core business activity. Consequently, the use and development of existing regulatory structures, providing minimum standards for many activities covered by CSR, remains the most effective means through which the behaviour of manufacturing SMEs will be changed in the short to medium-term. Another feature of the paper is the distinction made between ‚business performance’ and the ‚business case’ argument. Business performance emphasises cost reductions and efficiency whereas the business case accentuates the benefits to shareholders of good practices as their firms become more attractive to stakeholders and society. Manufacturing SMEs␣try to improve business performance because of the pressures placed on them by market-dominated decision-making frames. These frames do not encourage manufacturing SMEs to undertake voluntary actions for the benefit of wider stakeholders and society. (shrink)

Along with technological progress, vocational education and training (VET) is consistently changing. Workforce disruption has serious consequences for workers and international economies, often requiring adults to transition into different occupations or to upskill to maintain employment. We review recent literature covering VET trends, theoretical considerations for the 21st century, and present an approach to workforce training to help workers not only learn necessary skills but also become adaptable to constant change. We suggest a functional contextualist approach to mastery learning achieves (...) this aim. Specifically, we offer suggestions for pedagogy that not only develop skills but also encourage higher order thinking. Within a novice to expert continuum, we suggest deliberate practice, mental simulation, and reflective meaning making as methods to achieve efficiency and transfer—learning outcomes relevant to a changing workforce. This approach recognizes that learning is context bound and should promote broader human capabilities that support both employability and the continuing development of life literacies. (shrink)

Health-related quality of life measures aim to assess patients’ subjective experience in order to gauge an increasingly wide variety of health care issues such as patient needs; satisfaction; side effects; quality of care; disease progression and cost effectiveness. Their popularity is undoubtedly due to a larger initiative to provide patient-centered care. The use of patient perspectives to guide health care improvements and spending is rooted in the idea that we must respect patients as self-determining agents. In this paper I look (...) at the two main orientations to quality of life measurement: standardized and individualized measures. I argue that while these measures are attempts to provide for patient self-determination, they both fail to do so. Language policies are increasingly acknowledged as being a necessary component of many decisions taken in the areas of the labor market, education, minority languages, mobility, and social inclusion of migrants. They can affect the democratic control of political organizations, and they can either entrench or reduce inequalities. These are the central topics of this book. Economists, philosophers, political scientists, and sociolinguists discuss – from an interdisciplinary perspective – the distributive socio-economic effects of language policies, their impact on justice and inequality (...) at the national or international level, as well as the connection between language choices and an inclusive access to public services. The range of social and economic issues raised by linguistic diversity in contemporary societies is large, and this requires new approaches to tackle them. This book provides new input to design better, more efficient, and fair language policies in order to manage linguistic diversity in different areas. Topics covered include: theoretical models of linguistic justice and linguistic disadvantage; the assessment of the socio-economic consequences of language policies; the evaluation of the costs, benefits, and degree of inclusion of language planning measures; the politics of migrants’ linguistic integration; as well as multilingualism and economic activities. Children may be viewed as public goods whereby both parents receive equal genetic benefits yet one parent often invests more heavily than the other. We introduce a microeconomic framework for understanding household investment decisions to address questions concerning conflicts of interest over types and amount of work effort among married men and women. Although gains and costs of marriage may not be spread equally among marriage partners, marriage is still a favorable, efficient outcome under a wide range of (...) conditions. This bioeconomic framework subsumes both cooperative and conflictive views on the sexual division of labor. We test hypotheses concerning marriage markets, assortative mating, and men’s labor motivations among Tsimane forager-horticulturalists of Bolivia and find that: (1) men and women both value work effort in marital partners, (2) marital labor contributions are complementary, (3) work effort is correlated between spouses, (4) total production is correlated with total reproduction, and (5) better hunters have higher fitness gains within marital unions. This article considers what features ought to be looked for in an effective billing and charging system. It then looks at different approaches to billing that are adopted and tests them against the features of an ideal system. The author acknowledges that a billing framework which is effective, economically defensible and ethical is in fact impossible and the issue becomes what trade-offs are appropriate in any given situation. The author suggests that there is no one-size-fits-all panacea and what is worse, (...) there are some situations in which no billing framework, however designed, will meet all of the challenges in fair and effective billing. It is suggested that the best approach is to make a principled choice between approaches that are each unsatisfactory to varying degrees. Discussions about billing frequently are either business strategies which develop techniques to maximise income. Others perhaps take a "ethics" approach and focus on what is fair to the client. This article seeks to avoid this conflict by recognising the conflicting tensions and to look for solutions that serve the interests of both lawyers and clients where possible. (shrink)

Population-based research is enhanced by biological measures, but biological sampling raises complex ethical issues. The third British National Survey of Sexual Attitudes and Lifestyles (Natsal-3) will estimate the population prevalence of five sexually transmitted infections (STIs) (Chlamydia trachomatis, Neisseria gonorrhoeae, human papillomavirus (HPV), HIV and Mycoplasma genitalium) in a probability sample aged 16–44 years. The present work describes the development of an ethical approach to urine testing for STIs, including the process of reaching consensus on whether to return results. The (...) following issues were considered: (1) testing for some STIs that are treatable and for which appropriate settings to obtain free testing and advice are widely available (Natsal-3 provides all respondents with STI and healthcare access information), (2) limits on test accuracy and timeliness imposed by survey conditions and sample type, (3) testing for some STIs with unknown clinical and public health implications, (4) how a uniform approach is easier to explain and understand, (5) practical difficulties in returning results and cost efficiency, such as enabling wider STI testing by not returning results. The agreed approach, to perform voluntary anonymous testing with specific consent for five STIs without returning results, was approved by stakeholders and a research ethics committee. Overall, this was acceptable to respondents in developmental piloting; 61% (68 of 111) of respondents agreed to provide a sample. The experiences reported here may inform the ethical decision making of researchers, research ethics committees and funders considering population-based biological sampling. (shrink)

This thesis addresses the tension in pragmatic cluster-randomized trials between their social value and the requirement to respect the autonomy of research participants. Pragmatic trials are designed to evaluate the effectiveness of treatments in real-world settings to inform clinical decision-making and promote cost-efficient care. These trials are often embedded into clinical settings and ideally include all patients who would receive the treatments under investigation as a part of routine care. Trialists increasingly adopt cluster-randomized designs—in which intact groups, such as (...) hospitals or clinics, are allocated randomly to study interventions—to simplify the inclusion of all patients. But including all-comers conflicts with the requirement to obtain written informed consent from research participants. Since informed consent is central to respecting patient autonomy, the question arises: how can the ends of autonomy and pragmatism be served simultaneously? Some philosophers argue that patients have an obligation to participate in clinical research and that this may negate consent requirements. I argue that while there may be grounds for a prima facie obligation for patients to participate in clinical research, no compelling argument has demonstrated that the obligation is enforceable. Others assert that broad application of a waiver of consent will facilitate the conduct of pragmatic cluster-randomized trials. I demonstrate that this proposal sharply conflicts with the historical origins of the waiver. I articulate a novel moral foundation for the use of a waiver of consent and show that when trials evaluate treatments delivered directly to patients, the autonomy interests at stake for participants are too substantial to permit its use. My solution draws a distinction between consent requirements in existing policy and consent as an autonomous authorization. As many pragmatic cluster-randomized trials are conducted in primary care settings with no research staff, I argue that patient autonomy can be promoted and protected using clinical-style consent, in which health providers seek verbal informed consent from patients and document it in the electronic health record. This approach has been associated with high rates of recruitment and, thus, may satisfy both requirements for social value and respect for autonomy. (shrink)

The aim of the paper is to present a brief insight into the significant works and views of the German sociologists Niklas Luhmann and Jűrgen Habermas on the role of law in regulating human relations in society. Educated as a lawyer, Niklas Luhmann in the late academic career was under the influence of the American sociologist Talcott Parsons. Niklas Luhmann later, under the influence of the American sociologist Talcott Parsons, he built a sociological theoretical system called the systems theory. On (...) the other side, Jűrgen Habermas was a philosopher and sociologist, highly influenced by the Frankfurt school of sociology. According to Luhmann‘s systems theory, the social reality and the separate aspects of the social life are part of a deeper system called society, and in relation to the same they are set as subsystems. Social systems are divided into allopoietic and autopoietic. One of the significant axioms of Luhmann’s theory is that the largest number of systems tends to simplify due to the pressure of the environment for greater efficiency. Law in Luhman’s systems theory enjoys the status of an autonomous system for regulating society, rather than an instrumental contribution to politics. This brief review exposed a big clash between two influential German thinkers. In this paper we are going to use historical method and analysing of the content of different materials and previous authors that are dealing with the work of Niklas Luhmann and Jűrgen Habermas. One of the few certainties we have about our collective future is that it will require a massive amount of learning, by just about everybody, everywhere. The time for generating as many creative and collaborative knowledge builders has come. Therefore, improving the efficiency of learning could very well become a key leverage point for successfully meeting the challenges of the twenty-first century. This paper explores the possibilities of using mutual learning as a systemic means to improve learning efficiencies. This is (...) measured through three different metrics: (1) the time required to learn, (2) the quantity of learning that is retained over time, and (3) the leveraging of the cost of scholarships through the use of a complementary currency designed to track and encourage mutual learning. In all three metrics, mutual learning is shown as an important approach to increase the effectiveness of learning and, at the very least, can be an adjunct to the conventional educational methods. Mutual learning could apply not only to learning among peers, but also to social, intergenerational, or intercultural mutual learning. (shrink)

Corporations are often considered as moral agents. Traditional ethical systems are directed toward human beings—how could human rules be expected to apply to corporations? In this paper an alternative system of ethics is proposed, tailored specifically for the corporate entity. I use the method of Aristotle, in which the character traits that are conducive to the goal of human activity, happiness, are derived. For corporations, the goal is taken to be the traditional capitalist one of sustainable profit, and corresponding corporate (...) virtues are derived. I argue that corporate virtues such as Efficient Production, Resource Management, Correct Pricing, and Right Relationship will be beneficial to human beings. It is profitable to consider the interests of human beings, because thecorporation will avoid a costly war of offense and retaliation. A corporate ethics is developed that protects humans and has motivating force not based on human nature, but rather profit. (shrink)
